Our Arizona Market

Gorman & Company expanded into the Arizona market in 2008 under the leadership of Brian Swanton as Market President. Since that time, Gorman has developed an impressive portfolio of affordable housing projects comprised of over 2,000 units making Gorman the largest affordable housing developer in the state.

In 2018, Brian assumed the role of President and CEO, and Sally Schwenn succeeded Brian as Market President. The robust pipeline has continued to expand as is illustrated by the consistent number of projects under construction and in predevelopment.

The Phoenix office is comprised of development, architecture, construction, property management, and compliance team members focused solely on Arizona projects located in metro and rural communities throughout the state.

Gorman & Company partnered with resident service providery, Rainbow Housing Assistance Corporation to develop a 70-unit housing project incorporating 20% of units as Section 811 housing for adults with developmental disabilities. Remaining units will be supported by Section 8 Project- Based Voucher assistance. The residential units and all project amenities will be fully accessible utilizing Universal Design principles for both accessibility and visibility. The site is located adjacent to the west end of Tucson’s SunLink modern streetcar line. Resident services will be provided by Rainbow Housing Assistance Corporation and developmental disability services for the 14 Section 811 households will be provided by the Arizona Long Term Care System (ALTCS). West End Station in Tucson, AZ

West End Station includes a Community Learning Center with a computer lab provides educational programs addressing topics like financial literacy and nutrition. A large children’s play area with a playground structure is safely contained within the center of the development. The project includes a well-equipped fitness room adjacent to the play area. Elevator service to all residential levels and underground parking offers residents with disabilities the same choices in residential units as able-bodied households. Walking paths, ramps, and corridors are designed to encourage linkages between the residential units, the project amenities, and the amazing community facilities that exist around the site. Valor on Eighth in Tempe, AZ

Gorman & Company, in partnership with the City of Tempe and The ARM of Save the Family Foundation, is developing Valor on Eighth which will provide affordable housing as well as extensive supportive services for female Veterans and Veteran families with children. What sets this Veteran housing development apart is that most others in the valley target single males while Valor on Eighth is built for individuals and families alike. Our supportive service provider, Save the Family Foundation, will be providing on-site services focused on the needs of our residents, including before and after school care, computer training, job training and search assistance, credit and financial counseling, as well as many other services. The community space for this project, Aeroterra Community Center (ACC), is located facing 19th St. where a gateway monument and plaza have been created to denote a main entrance to the EEC facilitating community interactions. Soluna I and Soluna II represent the first phase of the EEC One-Vision Housing Phasing Master Plan. Both phases of Soluna share design elements as were designed in proximity to and built on parallel timeframes. Soluna I is financed using 9% Low Income Housing Tax Credits and Soluna II is financed using 4% Low Income Housing Tax Credits.

Gorman & Company, in partnership with the Phoenix Housing Department Corporation (PHDC) created Soluna, a 177 affordable and market-rate unit Choice Neighborhoods Initiative (CNI) project designed to improve the Edison-Eastlake Community (EEC) in Phoenix, Arizona. The intent of Soluna is to reshape and revitalize the EEC neighborhood and encourage a new sense of pride within the community. The redevelopment has capitalized on transit-oriented development opportunities, deconcentrating poverty, and ensuring long-term housing affordability in this centrally located community of Phoenix. The project consists of two four-story buildings containing one, two, and three-bedroom units and one two-story building containing four and five-bedroom units.

We are a leader of innovation in Arizona, developing the first LEED Platinum senior housing development in the state. We are the only developer in Arizona to complete RAD projects in the state (8 RAD Projects with more in the pipeline), the only developer to secure Choice Neighborhoods Initiative (CNI) grants from HUD which represent both a $30 Million CNI grant for community redevelopment in Phoenix and a $50 Million CNI grant for community redevelopment in Tucson.

Sally Schwenn

Arizona Market President

Meet Sally

Sally is a local multi-family expert, specializing in the acquisition and disposition of affordable housing for over two decades. She most recently served as a Managing Director of Newmark Grubb Knight Frank in Phoenix. Prior to that, she was a founding partner of Crown West Commercial Real Estate where she and her partner brokered nearly 13,000 units of multi-family housing, most of which involved complex affordable housing transactions with a variety of federal, state, and local financing sources.

Sally’s career-long focus on originating new multi-family transactions serves her well in her role as Arizona Market President. She has extensive experience in navigating local government issues and regularly represents public sector, private sector, and non-profit sector clients in her work. She brings a unique perspective and background to our diverse leadership team. Sally received a Bachelor of Business Administration degree in Finance from Southern Methodist University and holds a Real Estate Broker’s license in Arizona.

Sally has served on numerous boards and committees for many local non-profit organizations including Junior League of Phoenix, Combined Metropolitan Phoenix Arts and Sciences, Child Crisis Arizona, and Cystic Fibrosis Foundation.

Zach Johnson
Director of Housing Finance

Zach is Director of Housing Finance, providing oversight & support on financing structure and HUD processes, primarily focusing on Gorman’s Public Housing Authority relationships.

Zach has led national deal structuring and financial underwriting. He has extensive experience with RAD & HUD programs, concentrating on projects with LIHTC. He received his BA in Finance from UW Whitewater.

Dan Klocke
Director of Development

Dan helps manage the continued growth in the Arizona Market. He began collaboratively working on behalf of the Downtown Phoenix Partnership to seek out potential affordable housing development opportunities within Phoenix.

Dan brings extensive experience working with local governments & boards of directors coordinating development strategies for revitalizing affordable housing communities.

Maureen Nesvacil
Development Coordinator

Maureen is the Development Coordinator for the Arizona market. She began working at Gorman in 2021 as a leasing intern while attending UW Madison where she earned her Bachelor of Business Administration in Real Estate & Urban Land Economics and Marketing.

Maureen supports the AZ team by coordinating due diligence and documentation for financial closings and tax credit applications. She is continuing her professional development through NDC Training courses.

Rachel Snethen
Director of Development Operations

Rachel oversees development & marketing along with the EB-5 Regional Center. She provides training, mentorship, quality assurance, and best practice implementation. She manages efforts between funding partners through closing, construction, and stabilization.

Rachel has an MBA & B.S. in Management & Business from Franklin University and Associate Degree in Real Estate from Madison College.
